In the context of the Cultural Heritage in Action project, Eurocities is looking for a graphic designer (organisation or individual) to design, lay out and produce as a web publication the key materials, lessons and results collected during the first phase of the project (estimated length 50-60 pages).

Background

Cultural Heritage in Action is the EU peer learning programme for cities and regions on cultural heritage. It supports more than 100 local and regional policy makers to exchange knowledge on cultural heritage, with a focus on participatory governance, adaptive reuse and quality of interventions.

Eurocities leads the consortium implementing Cultural Heritage in Action, together with KEA European Affairs, ERRIN (European Regions Research and Innovation Network), Europa Nostra and the Architects Council of Europe. The contract between the European Commission and our consortium has been renewed for a second phase and will be running until January 2023.

In its first phase, Cultural Heritage in Action has:

  • Identified 32 good practices from EU cities/regions on three main topics: participatory governance of cultural heritage; adaptive reuse of heritage buildings; quality of interventions on cultural heritage
  • Supported exchange of experience through direct contact between city/rural/regional/national administrations as well as experts (civil society, NGOs, local organisations, urban planners, architects and other stakeholders) during 10 online thematic peer-learning visits.

Tender process

The purpose of competitive tendering for awarding this agreement is two-fold;

  • to ensure the transparency of our operations according to European funds financial rules.
  • to select the external company, based on the best quality/price ratio, with which we will work on the Cultural Heritage in Action project for the period August – October 2021 and over the summer 2022 for the review of the publication.

Objectives and scope of the web publication

The publication will dedicate parts to the different results from the Cultural Heritage in Action project and will give space to collected good practices and lessons from online peer learning visits. When relevant, videos of projects, links to external documents or presentations will be included into the web publication, illustrating the outputs and results from the project. The text of the publication, the videos and some of the pictures shall be made available by Eurocities. The web publication is intended to be evolutive: future content will be added to the publication when the second phase of the Cultural Heritage in Action has started and produced outputs and results. A review of the content is planned with the selected provider over the summer 2022.

Tasks

The company will coordinate the web publication development process by performing the following tasks:

  • Design of a graphic visual of the web publication (estimated length 50-60 pages), considering the existing visual guidelines and specifications of the project Cultural Heritage in Action (to be provided by Eurocities).
  • Pre-production and production, layout and web design: adapting the content provided by Eurocities for a digital viewing (including videos, pictures, infographics and text, link some pages to other relevant parts of the publication, use pop-up, plug-in when relevant, etc.).
  • Programming: coding, content, upload to server. The web publication should remain available online until January 2023 at least. The web publication should be suitable for use on our websites and on social media and on different devices (computers, smartphones, tablets, etc.)
  • Follow up: adding extra content when the second phase of Cultural Heritage in Action has started to produce outputs and results. Proposed planning: summer 2022.
  • Tasks may also include picture research and purchase of images/rights on Eurocities’ behalf.

Timetable and deliverable

The proposal will include a detailed timeline which can deviate from the below timeline as long as the final deadline is met, and the number of consultations is equal or higher:

  • The first draft version should be made available on 15 September 2021.
  • The final version should be made available on 30 September 2021.
  • One review and update of the publication during the summer of 2022.

Requirements

The offer should include:

  • A brief background of the company/contractor, portfolio/examples of previous projects.
  • Detailed quotation with payment terms and conditions for acceptance.
  • The total price must include all costs and all expenditure incurred directly and indirectly by the contractor in performing of the tasks.

Selection criteria

The tenderer will be selected based on his/her professional and technical capacity, taking into account the best value for money.

Budget

The budget foreseen for the web-publication and its review is max. €10,000 + VAT if applicable – this covers all the tasks described above as well as all costs related to the project and materials.

Prices must be quoted in Euro (VAT excluded).

Prices submitted in response to this tender must be inclusive of all costs involved in the performance of the contract, no expenses incurred in the performance of the services will be reimbursed separately.
