Job summary:
The Head of Market Access & External Affairs for Benelux (BeLux)will define, drive and own the implementation of the Value & Access and External Affairs & Policy strategy of Biogen’s in-market products and pipeline, to deliver and/or maintain the most optimal value of Biogen’s therapeutic solutions to patients and health ecosystem stakeholders in Belgium and Luxemburg via optimal and sustainable pricing and reimbursement conditions , in line with the company’s One Biogen policy.
As the Functional leader in Access and External Affairs for the BeLux market, he/she will drive the timely payer and healthcare system (re-)evaluation of our products throughout the different stages of their life cycle by leading a diverse number of activities both aligned with company strategy and in compliance with codes of practice and regulations, including but not limited to:
As the Functional leader in Access and External Affairs for the BeLux market, he/she will drive the timely payer and healthcare system (re-)evaluation of our products throughout the different stages of their life cycle by leading a diverse number of activities both aligned with company strategy and in compliance with codes of practice and regulations, including but not limited to:
- Quantification and impactful communication and dissemination of critical elements of disease burden and other health economic-related questions for our portfolio and pipeline in Belgium & Luxembourg
- Oversight and collaboration with regional Value and Access for the development, validation and internal and external communication of (BeLux) adaptations of economic models within Biogen’s portfolio and pipeline
- The collaborative ownership of the preparation and (re-)submission of pricing and reimbursement applications for Biogen’s pipeline and in-market portfolio to the Belgian and Luxemburg Health Insurance Institutions and/or relevant joint cross-country HTA and/or purchasing collaborations (e.g. BeneluxAIR)
- The timely and pro-active mapping of multi-stakeholder engagements and negotiations with policy-makers and the above-mentioned national and cross-country collaborations with payers and HTA bodies to shape, secure and maintain optimal pricing and reimbursement conditions across Biogen’s diverse portfolio, in collaboration with internal (BeLux , regional and global) Biogen stakeholders
- Other business-relevant engagements and interactions with external policy-makers and other relevant parties in support of the realization of the broader (non-access-related) policy agenda of Biogen in BeLux (e.g. pharmacy-industry association, trade organizations and various government levels) .
Principal Accountabilities:
Proposes to the Managing Director the economic strategy and product portfolio local pricing policy (launch and in-market price defense and optimization) in line with international politics.- Develops the communication strategy on the medico-economic benefits of the products, maximizing the translation of the product profile (risk / benefit) in value proposition to the various stakeholders involved in the market access setting.
- Collaborates with internal and external stakeholders to anticipate the future payer environment, shape Market Access and broader business strategy, and mitigate asset, function, or enterprise risk.
- Understands and communicates the impact and ramifications of corporate & EU+ decisions on payers to the broader organization.
- Negotiates drug prices with the Economic Committee for Health Products, develops relations with the authorities and opinion leaders, including representatives of X-country HTA and procurement collaborations to which BeLux participate (e.g. BENELUXA)
- In close collaboration with best in class MAX consultants, he/she owns the preparation, submission and monitoring of, medico economic and pricing dossiers for Belgium & Luxembourg. He/she leads transversal teams with local medical/marketing. He/she represents the Affiliate for International/Global : gather and communicate the needs, coordinates the IPPP for Market access , participate in teleconferences, product meetings
- He/she follows the local regulations on prices, participates actively in industry associations working groups (e.g. PHARMA.BE – access TF) • Collects the needs for Belgium and Luxemburg and leverage synergies within cluster or other EU+ affiliates with comparable MAX environment
- In close collaboration with Managing Director will establish strong working relationships internally with Regional Government/Public Affairs heads, local partner functions (i.e. Commercial, Medical Affairs, Regulatory Affairs, Compliance, etc.)
- Engages organizational stakeholders to maximize influence and ensure effective and timely decision making and foster a culture that supports collaboration and integrates stakeholder perspectives. Ensures his /her voice is heard at EU+ level.
- Be an active LT member, participating in LT meetings and add value, also in function-overarching topics relevant for the affiliate
Qualifications
Additional Information
Minimum Education & Experience Requirements:
- Masters’s Degree required
- PhD level or above in health economics, epidemiology, PharmD highly preferred
- 10+ years of relevant pharma industry experience with expertise in Market Access
- Sound Experience in health economics, patient access and pricing required
- Understanding of the healthcare system, pricing, access and reimbursement processes in Belgium & Luxembourg as well as notions of the pricing and access-related decision-making process in other key markets of the EU+ non-G6 (sub) region is required
- French, Dutch & English perfectly fluent

- Sound experience in the project management of activities across the different sub-disciplines of access (health economics, evidence generation), including country-level adaptation processes of core value pack deliverables is required
- Demonstrated experience in managing multiple cross functional projects required
- Track record of peer to peer internal and external influencing and building/contributing to the development of high-performance teams, is a +.
- Proven track record in the preparation and successful management of Belgian P&R dossier submissions and negotiations is a +
- Experience in partnership liaison is highly preferred
