RUSI Europe - MASIF Project Manager
RUSI Europe welcomes applicants for the position of MASIF Project Manager from November 2021 to be based at its offices in Brussels, Belgium.
About MASIF
MASIF is the Monitoring and Support of the Global Illicit Flows Programme (GIFP) - an umbrella mechanism launched in 2019 for the European Union to assist partner countries in their efforts to tackle transnational organised crime. It also serves as a vehicle for the EU and its Member States’ law enforcement authorities to achieve wider global reach.
GIFP is the successor to the Cocaine Route Programme, which focused on bolstering transregional cooperation along cocaine smuggling routes to Europe. An important aim of the GIFP is to expand the focus and remit of international cooperation to cover illicit flows more broadly, to give greater insight, respond to changes in organised criminality and an evolution towards polycriminality and stimulate pro-activity in transnational law enforcement cooperation. The programme supports the fight against organised crime on trans-regional illicit routes, from narcotics to the movement of pre-cursor chemicals, illicit arms trafficking, wildlife crime and illicit financial flows.
MASIF works to increase synergies between all components of the GIFP and improve coordination with other initiatives in the fight against organised crime and drug trafficking. The project ensures close monitoring of GIFP projects; works to enhance coherence within the programme and with other external initiatives; provides expert analysis and recommendations; and works to increase the GIFP’s visibility. The project commenced in April 2021 and will be implemented over 36 months by RUSI Europe.

Description of the function
Project Manager
This role represents an exciting opportunity for a talented project manager to work at the heart of a key EU project to help tackle transnational organised crime. The full time Project Manager reports to the Team Leader. The Project Manager is at the centre of all aspects of the implementation of activities under MASIF. Alongside delivery of key activities, they will be responsible for all project administration and technical issues related to the project, including the organizations of meetings, missions, communication, and management of the website. The role is based in Brussels, Belgium.

Qualifications and skills
- University degree or equivalent education in law, political science, international
- relations, social sciences, communication, human rights, or any other disciplines
- relevant to this assignment;
- Proficiency in oral and written English, excellent text drafting and editing skills;
- Working knowledge of French and/or Spanish;
- Excellent organising skills demonstrable with relevant experience;
- Solid experience with online and offline communication and management of social
- media accounts and websites;
General professional experience
- Minimum three years of relevant professional experience;
- Proven Project Cycle Management experience;
- Strong writing and reporting skills.
Specific professional experience
- Proven solid working experience of EU-funded programmes, including a good
- knowledge of procedures and reporting requirements pertaining to various types of
- EU external assistance programmes;
- Proven project management experience in managing long-term complex programmes;
- Evidence of strong communication skills with solid communication experience online and offline and experience with managing social media accounts and websites;
- Proven experience in organising events, conferences;
- Experience in one of the regions covered by the GIFP, i.e., Africa, Latin America or
- the Caribbean, is an asset.
- Working experience in one of the thematic areas relevant for the GIFP, including serious
- transnational organised crime, law enforcement international cooperation,
- information sharing, criminal justice and prosecution, money laundering, is an
- asset.
